You are summoned to attend the Full Council meeting on Wednesday 5th June 2024 at 7:30pm at Longden Village Hall.

Agenda

  1. Chairman’s Welcome
    • Public Participation – 15 minutes maximum – To allow members of the public to speak at the Chairman’s discretion.
  2. Apologies – To receive apologies and reasons for absence
  3. Declarations of Interest – In accordance with the Council Code of Conduct members shall withdraw from any discussion or vote in which they hold a disclosable pecuniary interest and update their interests’ declaration as appropriate.

         3.1 Minutes – To approve the draft minutes of the Annual Council meeting held on 1st May 2024

  1. Planning
    • Planning Applications – To consider the following planning applications;
      • 24/01930/HHE :  14 Old Coppice, Lyth Hill, Lyth Bank, Proposal:  Erection of a single storey rear extension  dimensions 6 metres beyond rear wall,3.87  metres maximum height, 2.96 metres high to eaves.
    • Planning Decisions – To note any planning decisions notified since the publication of the agenda:
  2. Neighbourhood Plan –
    • To note that Locality Grant applications are now open and approve grant application.
    • To note key dates; Next meeting 24th June 2024 – Red Lion PH, Longden Common; Questionnaire delivery by end June; Survey ‘launch event’ 10th July;
    • To consider a request that necessary expenditure prior to approval of a grant application be underwritten by the parish council. (Details to follow)
  3. Community Grants Policy – To consider draft policy for adoption – Appendix B
  4. Defibrillators –
    • Defibrillator training, New Inn, Hook-a-gate – 24th June at 7pm
    • Longden Common Defibrillator
  5. Play Areas:
    • To approve a specification for a path at Annscroft play area, to improve access to play equipment for all abilities. Appendix C
    • To consider quotations from local contractors in accordance with the approved specification
    • To note the launch of a new Defra Community Open Spaces Fund and consider submitting an application for the new path.
    • To consider any other repairs or maintenance required.

 

  1. Longden Parish Work Plan – To consider and approve a draft schedule of projects and review priorities, resources and timescales for completion. Appendix D

10. Finance –

    • Statement of Internal Controls – To consider and approve the draft document attached as Appendix E (deferred from May meeting)
    • Annual Statement of Accounts – To note and approve a correction to the Asset Register and subsequent restatement of box 9 on the 2024 AGAR, Section 2. To authorise the Chairman to initial and date the amended AGAR.  Appendix F
    • Public Rights – To note that the period nominated for the exercise of public rights will be 10th June – 20th July 2024

  • Bank Reconciliation – To approve the bank reconciliation to 31st May 2024
  1. CIL Neighbourhood Funds
    • To note receipt of £17,350.68 CIL Neighbourhood Funds and consider allocation to suitable projects.
    • To approve the transfer of unallocated funds to CCLA Deposit Fund
  2. To consider and adopt the following policies:
    • Model Publication Scheme – Appendix G
    • Document retention policy – Appendix H
