You are summoned to attend the Full Parish Council meeting on Wednesday 3rd September 2025 from 7:30pm at Longden Village Hall.

  1. Apologies – To receive apologies and reasons for absence
  2. Declarations of Interest – To receive declarations of interest in matters under consideration on this agenda in accordance with the Localism Act 2011 s32 and The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012.
  3. Minutes – To approve the draft minutes of the Extraordinary Council meeting held on 6th August 2025 (Appendix A, attached)
  4. Public Participation – 15 minutes maximum – To allow members of the public to speak, at the Chairman’s discretion.
  5. Planning
  1. Highways –
    • Longden 20mph Scheme – To receive an update on delayed start
    • Relocation of Longden VAS – To approve the connection of the 2 directional vehicle activated speed sign to a parish council streetlight in Hook-a-gate and approve the additional electrical costs be added to the unmetered supplies inventory.
    • Proposal for convex mirror – Longden – To consider a proposal from Cllr Arnold that the parish council asks for a mirror to be erected to assist motorists exiting The Tankerville.

 

  1. Streetlight Electrical Contract
    • Changes to electricity billing – To note industry-wide regulatory changes requiring all unmetered electricity supplies to be measured half-hourly from 31 October (See letter attached as Appendix C)
    • Appointment of Utility Agent – To retrospectively approve a letter of authority allowing Utility Aid to seek fixed price quotes for unmetered electricity on a no obligation basis.
    • Unmetered Supply Quotes – To consider quotations for streetlight electricity, (if available)
  2. Play Areas
    • Annscroft Path – to receive an update
    • Play area inspections – To note the resignation of volunteer inspector at Annscroft and consider options to ensure the council meets its legal and insurance obligations.
    • Tree Inspection – To approve the inspection of trees at Annscroft by a suitably qualified arboriculturist and authorise the Clerk to undertake any appropriate safety measures
    • Repairs and further development proposals
  3. Local Nature Recovery Strategy
    • Update from Cllr D Morgan
    • Cluster model for consideration (LNRS Briefing paper attached as Appendix D)
  4. Finance
    • Annual pay award – To note NALC Advice note on the agreement of a national pay award applicable to Council salaries, effective from 1 April 2025 and approve the inclusion of the revised rates and backdated pay in September payroll. (Attached at appendix D)
    • Conclusion of Audit – To note the conclusions of the External Auditor that there are no issues of concern and that the required notices have been displayed on the Parish Council website and noticeboards. (Appendix E attached)
    • Payments for approval (to follow) – To include retrospective approval for August payments made
    • Bank Reconciliation (to follow)
  5. Training – To authorise training for staff and councillors
