Full Council Meeting

You are summoned to attend the Parish Council meeting on Wednesday 4^th June 2025 at 7:30pm at Longden Village Hall.

1. Apologies – To receive apologies and reasons for absence
2. Declarations of Interest – In accordance with the Council Code of Conduct members shall withdraw from any discussion or vote in which they hold a disclosable pecuniary interest and update their interests’ declaration as appropriate.
3. Minutes – To approve the draft minutes of the meeting held on 14^th May 2025 (App A attached)
4. Public Participation – 15 minutes maximum – To allow members of the pubic to speak, at the Chairman’s discretion
5. Planning –
   • To consider any planning applications validated since the publication of the agenda.
   • To note any planning decisions since the publication of the agenda.
6. Neighbourhood Plan – To receive an update from Cllr P Arnold
7. Play Areas
   • Annscroft Path – To note the value of the parish top up of £1,009 and consider next steps – (Cllr P Carter)
8. Local Nature Recovery- To consider proposals by neighbouring parish councils to form a cluster to support the Local Nature Recovery Strategy. (Background papers attached as Appendix B)
9. Environmental Maintenance – To consider in principle a proposal that the parish council undertakes responsibility for grass cutting in some areas of the parish and if supported, to identify those areas that might be included in the scheme.
10. Review and adoption of updated Model Standing Orders – Attached as appendix C
11. Review and adoption of updated Model Financial Orders – Attached as appendix D
12. Review of scheme of delegation – Attached as appendix E
13. Finance –
    • Approval of Payments – (Payment schedule to follow)
    • Bank Reconciliation – For approval (To follow)
    • Electronic payments – To approve the collection of regular payments by direct debit (electricity, bank charges, pension contributions, etc). and to approve the payment of other payments by BACS transfer, as set up by the RFO. To approve the ongoing use of PayPal to make online payments where other methods would be impractical.
    • Staff membership subscription – To consider making a financial contribution to the Clerk’s membership of the Society of Local Council Clerks (Annual cost £295)
